Quick few questions...

Sorry for questions, I searched and couldn't really find good answers, but:

1. This motor isn't the normal one I'm used to seeing, can I power this off my RPC? It does say 60hz, which makes me think I can, but I don't want to burn it up.

2. Is this piece missing anything? I seems pretty stocky and the dial at the top which sets depth, is locked somehow.

3. Is this piece that provides belt tension missing anything?

I presume your RPC is 220V? In that case use the delta wiring diagram for example show here:
Can we drive a 3 phase induction motor rated at 22V with a 38V supply? - Quora
You may find a similar diagram under the connection cover of the motor.

For your other two questions I don't know. A photo of the machine name plate (looks like a Deckel Pantograph or copy mill) will surely help!
 
Michael, On the spindle it all looks pretty complete, The depth is set by the knurled ring below the lever with the hole in it. It only rotates about 120-180 degrees.

The belt tensioner looks OK to me also. It engages the metal ring immediately above the upper pulley on the spindle head.
