We are shutting our wire department down temporarily until work picks up. Is it best to drain the water out of the tanks or leave the water in there?

Personally, I would avoid letting the dry out. Lots of debris will flake off and potentially cause problems. If you plan on cleaning it pretty well it would probably be ok to let it dry out.

I second the don't drain... Not just tank that hold dirt that will flake off and cause issues in solenoids.
Also debris in lines, pumps, and everywhere else.
How long are the machines going to be shut down?

Clean em good, leave it full and keep water in the tank and circuating, we shut down for 1 to 2 weeks every year and we always keep water in them (about 20 machines). It helps keep the residue from drying on the seals and moving parts which can cause failure. Plus the dried up residue can clog up wire guides and cause the power feeders to corrode excessively.
