Sticky solenoid valve on Lincoln TIG 300

I woke up my old Lincoln TIG 300-300 today after a long sleep. This is one of the old gray beasts circa 1976. The argon valve doesn't open every time the arc is started. If it's still open on the post flow timer, it stays open when welding, but when I first press the amptrol, it might take 4 or 5 hits before it opens, which is really annoying at best. Is this likely just a sticky valve, or is it electrical?
 
Disconnect the solenoid leads and use external power to test the valve. That should tell you if the problem is the solenoid valve or electrical.
 
Start off by opening the case and blowing all the dust out... The valve is usually right where the main line connects to the machine. Grab a meter and see what triggers it and the diag should be very simple.
