I know what hydrogen embrittlement is. You’re assuming the lack of an oxide barrier to permit hydrogen diffusion. That oxide barrier is obviously present in anything you’re trying to get rust off of.
Once the electrolysis process has been completed you could <i>potentially</i> induce HE if you just left the part running in the tank for extended periods. But even then the layer of magnetite coating the part is going to make hydrogen diffusion into the part unlikely to the point of statistical implausibility.
You’d have to <i>try</i> to make HE a problem in electrolytic rust removal.
