That would appear to be a pretty darn big taper bearing sleeve with a KM or AN series locknut. Check the locknut it should say ANXX or KMXX.
The sleeve slides over a shaft, the bearing is pressed up onto the sleeve (often by the use of the locknut itself) and it locks it in place. Sometimes there is a lockwasher used as well.
