another 40 year old German blueprint question...

I have to make a part to the original specs because our engineers will not make a decision. Is this the tolerance block? If so, what does it say?

Yes that's the reference to tolerance standards.
For machining Google DIN 7168 and use the "medium" column

The other references are for:
Casting
Flame cutting
Welding

In that order

These are the general tolerances for non-toleranced dimensions

I think the first line is a reference to a standard for geometric tolerances.
The second line is a standard for surface roughness.
The triangles are used to define surface roughness on the drawing. it's hard to see if it's Ra or Rz, but the unit is µm. (My bet is on Rz)

An old machinist made it simple:
One triangle - saw cut
Two triangles - machined
Three triangles - ground.

The fourth line, the symbol with the letters "bs" defines flame cut surface
The fifth line is something with welding quality.
