Help! What is this? Precision Tool made in Japan

Can anyone identify this tool. There are no obvious markings but the craftsmanship is amazing. The paper anti-corrosion paper is in Japanese. This came from a precision aerospace shop in California. They were doing stuff on Levin lathes and had vintage Tsugmai and other single spindle screw machines. Happy to provide more photos if anyone can point me in the right direction.

It is in Japanese. The English is instructions on how to use the paper. The Silica Gel says "Tsugami" and the brown paper says: Nippon Kako Seiski K.K.
 
It's a set of precision centers, but "to do what?" is a question I cannot answer without a closeup look at the wrapped stuff in the little box you are lifting with your hand in the photo.

Could be inspection/metrology. Could be watchmaking.

That looks suspiciously like a pair of centers for a Zeiss toolmakers micropscope

the microscope itself; the platter can be rotated and moved X-Y by micrometer; Measure distance by targeting one feature, go to the next and read the difference on the mics. Insert Gauge Blocks if the distance is larger than the micrometer range.

Using different eyepieces, you can compare to e.g. thread profiles; the head can be tilted to align with the thread.

many eyepieces were available, with radius templates, an angle measuring one, and many thread templates, including metric, inch (55 and 60 deg.), trapezoidal, pipe threads and, of course, the elusive "French artillery thread" with 53º 8' flank angle.

Beautiful stuff.
