Bridgeport Feed problem

I am going to be bit lazy here.
One of the guys in the shop, I don't who who so I can't ask what exactly happen. But now the quill will not move with the hand lever, something is jamming or stripped I can feel it.
What would be the best place start looking?
It is a J head 2hp pancake mtr.
S/n J2 22222 I think.

Downfeed by hand will be prevented if the feed is engaged. The engagement gets sticky with debris so check this.

Damaged quill shroud/skirt.

Nosecap screw "A" is too tight. this is located on the knee side of the quill. too tight and the quill will distort.

Lock nut or quick nut is screwed all the way up.
