China Bench Grinder Won’t Start, No Capcitor

I have a China bench grinder I got second hand, has worked great for several years. Now it tries to start like it has a bad capacitor but there is no capacitor, if I spin it REALLY fast it will go, but REALLY fast means winding a strap around the grinding wheel and pulling it as fast as I can. Shaded pole motor? Is there any fix?
 
In my opinion If it has a name then your best chance is through that outfit, if it’s unbranded or a unknown name then your probably best to just replace the unit as a whole. Good luck
 
Does it have a centrifugal starting switch? If the switch is locked in the open position, the motor will not self-start.

Probably split phase vs. capacitor start... capacitor increases starting torque, not an issue w/ a grinder, etc. (vs. say an air compressor).
Bum/stuck/dirty starting switch or (less likely?) open starting winding.
 
I did remove the base cover, no capacitor. Where is the centrifugal switch located and can it be repaired/lubed?
