Sounds like it might have the wrong heater coils for the voltage you are using.

I think Andy is on the mark. Either the heater coils are for the wrong supply voltage, or the heater coils (after many decades) have deteriorated, or you have a chronic overload situation (perhaps a shorted motor coil or seized bearing).
