    I would turn a shallow tapered mandrel and blue it up. Gently push the part up the taper (keeping it square to the shaft) until it sticks then measure the OD where the marks in the blue stop.

    If it still worked when it was worn tri-lobed that should be plenty good enough. The wear is what probably caused the broken teeth IMO.
