I don't know, really. There is a pattern offset feature.
For a world class company, I'm REALLY unimpressed with their user interface. It's downright garbage! Something out of the early 90's. And not user friendly at all.
I'm hoping this was resolved for you years ago but I have an answer. Better late than never. :-) Maybe it will help the next guy. I found it under Features/circle which will create a circle feature. Double-click on that feature to open it. Then there is a dropdown for "nominal definition". Select "recall" in the dropdown. This will open a list of features. Just hold down ctrl and left-click to select the circles you want to use to build the bolt circle. Click ok and it should build the bolt circle.
