I have had to deal with a similar problem with a fadal mill that was set up to cut carbon fiber the filter didn't work very well because the coolant lines from the tank to the filter would clog.
What did work was doubling the tank size and adding baffles.
If you just put a filter in it you will still have a clogging problem. It just will be before the filter.

Need to start first with keeping the chips 99% out of the tank. there are a few mesh filter bags out there to do pre screening.
even some window screen would work in a pinch to prevent the large chunks.
