Hardinge-Sjogren collet chucks without hand wheel

I've been keeping an eye out for a collet chuck for my Pacemaker (L1 spindle), and in watching eBay have run across a couple Sjogren chucks that don't have the usual hand wheel around their circumference. Just curious how those work, if they were for a special application, ect. Here's an example of what I mean:

The bronze collar allows an attached lever to slide the ring under it axially to clamp and unclamp the collet.
Think throw out bearing- the missing lever has a c shaped link that attaches to the bronze collar. The lever has a pivot point mounted on the lathe allowing a fulcrum motion. Look at the lever arrangement on this PB collet chuck- pretty sure its a very similar arrangement.
