Heat Shrink toolholder steel

Are these all made of H-13?

A few manufacturers say H-13; others don't specify beyond "tool steel."

Seems to me if it's H-13 there's a heating/cooling sequence that must be followed, therefore you need an induction heater with PLC, probably best programmed by the toolholder OEM.

Problem to be solved is a broken-off carbide tool shank in the holder--the induction heater isn't releasing them. Is EDM a possible solution. Can't tell if the holders are scored or not. Probably, if the induction heater isn't adequate to release them.

Any experience with this situation?
 
My guess is you are struggling with a smaller tool? Like a 1/8" or 3/16". Your holder is done. What brand machine do you have? What brand holders do you have? I was talking with my Haimer rep recently and their cheapest machine is $16,000. Yet there are machines you can get for $2,500. BIG difference in quality. A lot of the cheaper machines their is a dial to adjust the heat for a certain size tool and it is easy to burn up the smaller holders.
