Help identifying coating on .75 aluminum plate.

I was given some alum plate that has a black finish on it. Originally I just assumed it was some
sort of powder coat but after drilling a couple of holes I don't think that now. It's almost like
some sort of ceramic finish. Would like to use some of this material on a new project but am
concerned about what this stuff is. Is it hazardous/harmful? Precautions? What little I know about
this material is I "think" it came off a machine from the semiconductor industry. Has anyone run
across anything similar?

even regular typeII will powder when drilled, black dye means it will (usually) be thicker oxide than other dyes, also higher contrast of the powder on black makes it more noticeable

proper hardcoat would ruin hss drills very quickly...

edit, it isn't hazardous, aluminum oxide mostly
