Help with these Shell Mills

I acquired two shell mills which are different from all other shell mills I use. They do not have an internal step to hold them on an arbor. There are drive dogs on the bottom. Can anyone shed some light on these?

Possibly for hor. mill and were driven by an intermediate bush that was keyed to the usual horizontal arbor and also had drive lugs for cutter

Anything on the back ?

I see the small one is left handed.

I wonder if it's a back counterbore/spotface ?

Here is a picture of the bottom. They look like any other shell mill from this.

Looks like a piloted spot face cutter to me too.
I have a set somewhere, not that big, 1” to 1 1/2” or so
