Help with turret mill head please.

I'm presuming that all turret mill variable speed heads are a similar design and because I can't find much information on my Lagun FTV-4 mill I'm hoping someone can shed some light on my problem before I start dismantling.

My problem is the lack of drive in the low range. I can take extremely light cuts so there is some resistance but it's not useable with any automatic feed. The only information in the manual is a sectioned drawing but nothing about how the two speed range settings work. The manual vaguely details changing the belt but nothing else to help in tearing down the head. What I can figure is there's a toothed pulley that slides on a shaft and that shaft has a Woodruff key. I suspect that key has sheared but that's only a guess.

BTW, I bought the machine with this problem so I don't have a history of it's use.
 
It was a good guess ... the Woodruff key sheared. Who ever did it must have had the machine under enormous load to shear one of those.
