Hook spanner size, measuring

How are hook spanners designated by size. Is it the diameter or maybe radius of the piece they are supposed to engage? Or it some wierd measurement between the hook and the heel at some specific points.

I had a set of three really nice adjustable hook spanners, the sort that have a hinge in the middle to adjust for different sizes of locking ring. They had the sizes marked on as in 1"-3" etc. I took that to be the diameter of the ring to be adjusted.
