OUTSIDE. But yes it works well along with diesel fuel, kerosine, mineral spirits.......

We used to use the GI immersion heater in a garbage can. Get a rolling boil and dip the weapons into the water. Keep a fire extinguisher handy in case the molten cosmoline catches fire.

I use 'white spirit' (which is Turps Substitute here in the UK) - is that 'mineral spirits' in the US ?
I keep a hand spray bottle of Cosmoline cut 50/50 with white spirit on my bench, and any bits that might stay exposed for a bit get a spray. (Needs the dilution to spray)

Well, the OP did leave out several details....
Your suggestion will be the first I try although the GI immersion idea is a close second...
"Don't go setting the woods on fire"...

I've actually found that WD-40 works pretty well for cleaning stuff. It's not much good for a penetrating oil, but works well as a cleaner.

i scrape most off with a putty knife or paint scraper then use mineral spirits. it you scrape most of it off it goes faster trying to use the mineral spirits and a rag or wiper
