how is this mandrel made?

I'd call that a "core" but maybe that type of molding calls it something else.

What I want to know is how it's removed from the molded part! Does the mold produce only 1 side of the final part, with the mandrel/core fitting closely into a recess (or flat) on the the size of the mold you're not showing us?

As to how it's made, it was probably just machined/filed to shape, possibly with a bend operation before/after machining to waste less material. Is it solid, or split on the plane of the bend?
 
The shallow steps on side are obviously for seperating the "mold?" But whats the shallow slots near the O/D of joint face on the right "mold" part look like shallow ball end slots(Near the profile of mold on right)

Maybe flash gutters, maybe something to do with mold cooling (with the supply/return in the unshown half of the mold.

that's where the excess rubber goes

Those are "over-flows". They aid in completing the fill of the mold. If they were not there, the rubber would cool in spots and prevent the entire cavity from filling.
