Hydraulic motor valve vs cylinder valve

I am making a Little skid steer like machine and I need help with deciding what kintd of relief valves to use. Both motors do have have case drains but I am not sure if you can use the case drains as relief valves. If not should I use motor spools, (which dont seem to come standard with many economical valves that I have found online) or do I have to put doublé relief cushion valves on both motors. Any input would be appreciated. It is a low pressure system (1,500) PSI, and I am using a 4 GPM puormp and 5.9 cubic inch H series motors.
 
Cylinder spool: work ports blocked in neutral.
Motor spool: work ports connected to tank in neutral.

If using a cylinder spool on a motor you need a crossover relief valve at the work ports.
 
If you are using the motors for propulsion they need to be blocked in neutral, not connected to the tank.
 
^ Only if you want brakes as part of motor function. A lot of the better excavator track drives use motor pressure to lift a large friction brake off. Has its advantages, but also means theres no towing it with out the controls and hydraulics powered.
