Kalamazoo Horizontal band saw question

I have the very common Kalamazoo Model H9AW horizontal band saw. They use a small wire wheel to keep the cutting chips off the blade. Is that wire wheel supposed to spin on the bracket that holds it and turn with the blade , or is it tightened up so it can't turn? I have the book on the saw but it says nothing about how that wire wheel works. The old one which was worn out would move in my hand if I tried to turn it, so I think it's supposed to free wheel on the bracket. I bought a new wheel and I just want to be sure.
 
chip brushes should spin via blade or "powered" off saws wheels. If you cock them to have an fat slight angle to the blade they work better by knocking chips out of gullet. When they ride parallel they center the chip in the gullet.
