I have a chance to purchase a LeBlond 15" Regal Servo Shift.

The SR is 13C-208

Tying to find the year of manufacture?

It is not in the best of shape but it does have 3 and 4 jaw chuck, steady rest and follower rest.

Thoughts on value in Pacific Northwest area?

It's a tough market for both sellers and buyers.. not many people, not may machines, and a lot of country(coast excepted). You will likely pay a premium for a lathe esp if it's anything other than an Atlas/SB or a massive industrial size.
I have come to the conclusion it's better to take it in the shorts on freight/travel and get a decent machine than take it in the shorts for a clapped out overpriced pos.

Lots of info here re Servo Shifts both good and bad.
 
Do you have some pics? Judging value based solely on a description is difficult, if there is any tooling beside what you mentioned, that can change value too. You can easily spend as much on tooling, quite possibly 2x more than cost of the machine.

Do you have truck/trailer to transport yourself? Rigging/shipping can easily exceed value of a budget machine.

"not in the best of shape" could mean something completely different to each person, does it need minor cleaning, major cleaning, repainting, its slightly rusty, or majorly rusty?
