Logan Lathe

Hello to all.
I purchased a Logan 820 as a rusty basket case.
The restoration is coming along, but I have much to learn.
I have come across something called the "stop bracket."
In the the above referenced pic it is on the left side of the change gear assy.
It is the bracket with the vertical slot bolted to the headstock housing, with
a pin which is inserted into the end of the banjo bracket slot.
What does this part do?
How is it attached?
Should it be tight or allowed to pivot?
If bolted directly against the headstock housing, the pin barely projects into the slot in the banjo bracket. The pic seems to show the pin flush with the front face of the slot.
Should there be a spacer or jam nut between the bracket and the headstock housing to enhance the pin depth of insertion??
