My dad had two like that. Great for small batches. You can still get parts (albeit kinda expensive).

I'll guess early 20s 16" - not yet to Model B design
I'll also say photo does not look like a PW - no lead screw reverse on apron? No feed clutch in center of carriage hand wheel
