Matsuura 600 tool change problem

Hello, I have a late 90s Matsuura 600 VMC with a tool change issue. My problem is it will complete the cycle but then instead of stopping it will try to do it again. I will then get ERROR 410: ATC can't stop at home
followed by 445: sequence time over

I checked the proximity switches and they are working fine. I looked at the stop bits page and I can see that the switches are sending a signal to the PLC. I suspected the motor brake but when it does stop it stops very abruptly with no coasting. I called out my regular CNC tech guys but they couldn't figure it out either. Told me to get with Matsuura. Tried to get some information from them but couldn't get a callback.

Has anyone run into anything like this?
