Spec:
16mm hex, with 4mm hole and circumferential channel for split pin
8mm dia x 19mm deep hole down from top of hex head
14mm dia shoulder, flattened to 11.5 mm
8mm dia x 25 mm long shaft, internally threaded with M4 x 0.5 mm

Was it made from billet?

I doubt it; judging by the zinc coating it's totally a Grade 5 Home Depot fly by night contractor special, hence the burrs too. Limy Sami might be right it's off a turboencabulator but if so it's one of these modern not nice to work on units, not the elegant brass and glass turboencabulators of yore.
 
Does the internal threaded go all the way down to the cross hole? If so, I'd guess it's some form of electrical binding post for fastening wires.
 
Isn’t that a machine screw thread Sammy rod hanger ? Any industrial supply such as Graingers

Prob not metric but just Loose inch threads ( or could be metric, just saw you are down under)

It's a half-ass bolt. That's because whoever designed whatever it goes in did a half-ass job. There's almost never any need for something that complicated that couldn't be solved with a better design job.
