You need to make your title more descriptive or this thread will be locked.
As for the rod, I would have guessed driven ground rod if it had scratches on it but it doesn't so I'm going to say buried ground rod.

Yep, Looks like an "earth ground rod"... though too short... (normally 8 foot long) and most are at least 1/2 in diameter. And... as said above, copper coated.
