Mill is OKK MH3v 2. Photos show lever which seems to do nothing with mill either off or running. Symbols on the lever’s tag show two surfaces coming into contact at one end and being pulled apart at other.

Looks like that to me . Sort of like the gib lock on other machines.
I do wonder what the actual mechanism inside looks like.

Thx, we’ll check it using manual knee crank, should meet resistance
when engaged, if it is intact anyway.
