ot..innside clutch band on snapper mower drive wheel? do i glue it or what?

If it's a brake band I would normally expect it to connect to the actuating mechanism at one end and anchor at the other, with pins used to make the connection. The actuator would pull on the band to make contact with the drum. Unless what you describe as a band is actually a lining I would not expect it to be glued or riveted.

Can you post a photo?
