Default Purpose of 15 lb. s/s rectangular guillotine assembly

Please tell me the function of the device pictured in great detail on another forum. Im able to post full-size photos there but not here, for unknown reasons, and members complain. So after getting POd at this small photo please visit the link to view many large photos. The chamfered hole in middle of device is 2 dia.d1212220-0967-4956-8d24-2ad91de49f43.jpg

Who says it cut's anything ??

Note the "equal on both sides of the hole" construction ?

Could be a filter changer for an extruder.
