SAE J1926 Port Diagram: What is "D4"?

See the attached diagram along with dimensions table. What is the purpose of "Diam D4 Gauging"?

The table for the "-6" calls out a dimension of 18 mm MIN (.709 inch). And wondering what its referring to?

Anyone know?

My understanding would be that the D4 reference is the minimum spotface diameter that would allow the proper inspection tool to be inserted. For your marked example, the table requires the spotface to allow a 18mm diameter inspection tool to be seated.
 
That makes sense. And I also see that it defines the diameter for where the perpendicularity tolerance applies.
