Tapping head for "manual" milling machine

Hi everybody. I saw an interesting hand-made tapping head being used on a "manual" milling machine. There was a spring loaded behind the tap clamp which provided the force needed for tapping, while the spindle was rotating, and made it possible for the tap to stop feeding in, when it reached the end of the bottom. Does anybody know any manufacturer producing such head?
 
If you are not familiar with tapping heads. The nice benefit of using a tapping head like a Procunier ( or other brands) is you do not need to reverse the mill spindle . it reverses its spindle upon withdrawal. They are a pleasure to use if you have a bunch of tapping to do.
