As the title reads... I have a steel piece with 13.5x1 LH threads. I need them to be 14x1 LH threads. Can I just chase a 14x1 LH tap through the existing threads without doing anything else? Thanks.

No. Run a 13mm reamer thru or bore it first. You should then be able to pick up the existing thread and tap it to 14mm.
The currant hole size is .5mm to small on the MD so you may get some tearing on the threads trying to force it thru.

if the threads are deep enough i would first tap with the 14 mm a couple of turns into the old thread before reaming it out.
i think it would improve your chance of picking up the old thread.
if you do not pick up the old thread pretty exactly you will hardly get a decent thread

What is this part that someone would want to specify such a thread in it?
