Transition/clearance fit for bearing removing tool

I am making a bearing removal tool similar to the one in the picture below. The tool is 6061 and heated to about 200degC, slid over an inner bearing race (which would be at 20degC), then the tool is slightly squeezed together, which causes the race to heat and then the inner race can be removed.

I am struggling with the type of fit and ID of the tool. When the tool is heated to 200degC, it should slide over the bearing by hand. If the bearing race OD is 1.730, then the ID of the tool (at 200degC) should be 1.732? If this is correct, then I should expect about a 0.004" ID increase in the 6061 for the temp change from for a temp change of 180degC. From this, my bore hole ID should be 1.728" - does this sound right?

Should be close enough. With the flexures you ought to be able to change the effective diameter by quite a lot just by squeezing or pulling apart the handles.
