It looks like there is enough room to use an internal spring caliper and transfer to a micrometer. Old school but should be able to get well within earth moving equipment tolerances. Takes some practice. (It looks like a earthmoving part)
These snap gages can be used in an empty hole in the bar. One end is spring loaded so you when you release it, both ends get pushed against the bore. They are good to a half thou.

How is a telescoping gauge going to work with the boring bar in the way?
Edit: unless you mean like mentioned above. Measure gap on both sides of bar and add bar diameter. Make potential for 3x any inaccuracies
Another method would be to use a Pi tape.
