Gunbuilders needed!!

I am currently developing a very large cartridge that I am going to need a rifle built for. Originally I was going to rebarrel a 50 bmg action, but the weight will be far too much for what I'm wanting.

The cartridge is a 50 bmg necked up to accept a .620" projectile. A max load (according to Quickload) produces 48,761 psi of pressure. What I'm after is a falling block action that is large enough to handle the cartridge. Think a scaled up ruger no 1. I have zero machining skills and am not an engineer, so making a simple falling block action is not something I am able to do. If anyone out there can build me such an action, give me a price. If you know of someone who can, please give me their contact information. As soon as I figure out how to post pictures I will upload my quickdesign drawings and quickload data to give an idea of how large of an action is required. Thanks for any help
 
That's a destructive device as per ATF...as a guy that has all the licensing to do it.
 
Even if it is an "elephant gun"? Or used for hunting, like a 12 guage?
Based off a military cartridge, it's a fine line. I'd email tech branch and emphasize that it's a single shot for sporting purposes, and get a variance, in writing to cover yourself. Or just build it and don't tell the internet.
 
I've contacted them and am waiting to hear back from them on a sporting use exemption. No live rounds have been made and the rifle doesn't exist. No laws are broken. Just trying to find someone who can build a rifle to suit my needs. If the ATF doesn't grant me a sporting use exemption (like many other cartridges; 600 ne, 600 ok, 700 ne, 950 jdj) then I'll pay my $200 so I can play. But given the freakin' 950 jdj was allowed, I'm betting this shouldn't be a problem.
 
And the 950 jdj was based of a 20mm case, which is definitely military. Still granted the exemption. It's the most powerful center fire rifle in the world I believe

They are a partial organization though. I submitted in 2009 a sling adapter point for pistol AR receiver extensions. Denied....and now we have actual stocks approved as braces. In 2012 I submitted a custom .50 subsonic and got denied. A year later, retried and it was approved.

What do you have to do to get a cartridge approved? They replied to me (pretty aure I annoyed them with my emails) stating "sir we will reply toyour inquiry when we have the time". They have still not given me any idea on what I need to do. Do I send them a dummy cartridge? I sent them a drawing in my email, is that good enough?

With anything NFA you actually have to send a physical item....but with munitions classification, email would be a good start, and Id follow it up with a written letter. Chances are you'll get two different answers, but you'll have one in writing saying you are good to go. It is indeed a cluster.
 
I don't know if it's still in print, but there is a book "single shot rifles" by Frank DeHaas. IIRC there was a falling block design in there that might work if scaled up. It's been a long time since I've seen that book, and my memory might be wrong.
The process for building your own in California is now far more complicated, and needs the approval of the state prior to doing so. Complying with the ATF requirements isn't enough.
 
I've got a builder! I was contacted by mr. Bailey Bradshaw. He is going to scale up one of his falling blocks actions for me at a VERY good price. I will have to get the barrel and stock done, but that is decently simple to get done. I literally almost shed a tear or two. I was beginning to lose hope.thanks for everyone's help
 
Major digression/warning.
