Steel type and hardness for choke tubes

I’m wanting to experiment with some choke tube designs and was going to turn my own. I see a few custom manufactures use 17-4ph for tubes but don’t know the hardness/condition.
Also I have some older guns with factory tubes that are carbon steel. Would I be correct to assume these are standard 4140ph 28-32rc like the barrels?
 
Briley for years bought 17--4 PH H1025 or H1100 for related parts like chambers for the skeet tube sets

This was way before becoming a big outfit with dozens of employees
