Weld repair job .

One of the legs with the round pivot end on the left of the picture has broken off this locking piece ( generic picture ) for a long out of production semi auto shotgun, I have various options to repair it, how would you tackle it?

Weld it as it is, keep the heat treat on the locking face ?
TIG braze ?
Anneal, weld, normalised grain,re harden?
Just make a new one from solid ?

Get ahold of a scrap of half hard 4140, you can mill it out at finished hardness, finish the outside, and leave it bright.
 
I'd tig weld a new lug from welding rod and throw the old piece away. Then machine it to match the other side. Never done it on a gun part but have done it on some other things and it's stronger than trying to weld the old piece back on.
