    You could try measuring the resistance to see if it's near zero. A proper capacitor will have a resistance that starts low and grows. A bad cap can either be a short or a really high resistance.

    An LCR meter is the best way to test them in-circuit. You can buy them for about $80.

    Hey just a late update, but the PS swap worked. I stopped there and didn't bother with the capacitors.
