How to add a Link to a Photo? I mean how to make a picture a clickable link picture?

Hi Everyone, I want to add this link on the picture below. How can I do this?

Did this in ancient copy of Paint shop pro. Had to make the "picture" a jpg first. Text would NOT be a "live" link, so you will need to instruct them in what to do with what appears to be a link - like copy and paste into their browser

Here of course is the text of the link:- with the leading "h" missing so it does not become a link
