Wonder what precedes "...BY W.C.M." in the third photo. Maybe "REBUILT..."??? Though if that's the case it might have been done some time ago. It is a nice looking machine.

Most likely "Inspected by..."
Here's a 2017 PM thread with pic of the same font, same initials, stamped in the same location. And a Vintage Machinery post for an EE says it was "inspected by W.C.M. lot 9 EE 17974".
