Can't make it out in this photo either but in one of his other listings the box is visible. It's Chinese or Taiwanese, one or the other. Box says model KXM10C, which appears to be made by every other existing Chinese manufacturer.

It is from China. My father bought about 8 of them. We are trying to just unload them. There is one out of box. That is seen. We have collets that go with it, but we would need to sort.
The one in boxes has all the collets that go with it. I do not want to open the box, but will if there is a serious consideration.
