Long shot here, purchased ficep 66 ton ironworker... No manual, trying to raise shear blades
Top of unit has stacked washers, assume

the 66 ton Ficep uses around 30 opposed belvile washers under light load to return the shearing -punching anvil arm to full retract
the hydraulic ram under power closes the mechanism ---when power is shut off a solenoid opens --de-energizes and the spring stack takes over--since it is in a compressed state and under greatest compression--mechanism retracts
if your unit is in closed arm state--first pull off sheet metal covers and count springs--take pics and post here
next common fault is release solenoid failure---most common issue with this model
ficep gets around $700 for replacement--and I may still have one in stock--used repaired--much less
if still stumped---crack hydraulic line going to ram and it should retract with blade arm lift
examine all switches, wires, connections for fault
