Cost to make a 3 stage progressive die

I am currently looking at needing a progressive die made for an upcoming job.

What I need is a ballpark figure ( nearest $1000) as to the cost of making a die to punch this part.
I don't need a firm quote yet but am looking for someone with the time and capability to make this.

Material to be punched will be Fatigue-Resistant 301 Stainless Steel, Strip, 0.008" Thick, 1/4" Wide.

What is the height of the “Embossed Grip” and the straightness required? That part print should have some GD&T on it.

Theres a lot more to it to properly quote that die.
1) SPM, stroke and type of press
2) does the die need upper and lower parallels
3) die mounting——standard T-slot, upper post mount or something proprietary
4) how many parts are required for sell off
5) are you supplying the material for tryout and sell off
6) how do you run your parts, drop to conveyor
7) The most important question is, when do you need it
 
Been 25 yrs since I've built any prog dies, but I would have guessed running it lengthwise, hiding guide pins up in the corners, and hitting all the forms in one hit so's that it stresses evenly, with the coin done afterwards.

That would keep your cut-off shear as short as possible.
