Inspection plate lifting

I've searched the forum but didn't see an answer to this directly.

I have a 20" x 30" plate that is granite bonded to what appears to be some type of cast stone.

The cast stone has two ~ 1 1/8" holes in the center of the short sides. The holes are across from each other along the long axis but do not go all the way through. They go into the plate about 6".

Are these holes intended to be used for lifting? Can I loop a sling around pipe inserted into the holes and safely lift the plate? I estimate the weight to be 300-400 pounds.
