Mazak QT15 X-Axis Offset

I just set up a Mazak QT15 with Mazatrol T2 controls and everything is working good.
The only problem is that the X-Axis is offset by 0.076" (Meaning that with offsets set at 0, and machining a 1.0" diameter, it machines a 0.924" diameter).
I have machined a 2" long section of rod and it machines consistently.

The only way I have found to get it to machine correctly is to use the tool offset or tool compensation under the tool file for each tool.

I'm sure there is a way to adjust the X-Axis, but have not found a way to do it. (Maybe a parameter setting)
Does anybody know how to adjust the X-Axis besides using the tool offset or compensation?

I'm using the tool setter.
The tool setter arm drops down and I touch off on the Z and the X.

Yes, the tool eye position parameter may be wrong.
Looks like parameter M39 (Tool-edge measurement sensor positions X-Axis: Diameter)
I didn't think of that. I'll check into it.

That was it.
I changed the M39 parameter and it is now within .001 with no offsets.
