Mazak Quick Turn Smart 350 Tool Setter Arm Not Moving

Our Mazak Quick Turn Smart 350 Tool Setter Arm has been slowing down for a while and finally quit moving without a little manual help. Can anyone explain what makes the arm move and what needs to be done to repair it? Once again, I very much appreciate the knowledge that all of you have and share. Thank you!

Just clean it. That brown thick coolant residue is very stick, it's probably just gummed up. These arms are designed to be gentle so as not to damage themselves or work pieces in case of accidental contact so it doesn't take much in the way of chips and grime to stop the from moving.
