ID tool and use please?

http://www.imageuploads.net/ims/pic.php?u=256108pyKj&i=152279Gentlemen, I found this Starrett tool. Belonged to a boat captain and used on his vesel. Looks to be a hardened point and when the shaft rotates the dial counts. I figured some type of RPM tool. Thanks for your time.

Even with no pic...

It is a RPM counter ..hold on end of shaft, use Stopwatch(depending on speed) and read number of revolutions in a minute or 10 seconds etc.... Some came in boxes with different wheels for measuring surface speeds too...

Many have been made and are still in use....
